Lynn Schoeff, MEd, LCSW, is the Senior Director of Emergency Preparedness for Cambridge Health Alliance and oversees the Advanced Practice Center for Emergency Preparedness at the Cambridge Public Health Department. Lynn joined Cambridge Health Alliance in 1989. She served as the director of the Teen Health Center and then the director of community health programs for the Cambridge Public Health Department prior to accepting her current position in 2004. Earlier in her career, Lynn worked as a program manager and direct service provider for community-based substance abuse and mental health agencies. She received her Master of Education in Community Mental Health from Northeastern University.
Mary E. Clark, JD, MPH, is the Emergency Preparedness Coordinator for Massachusetts Emergency Preparedness Region 4b and Program Manager of the Advanced Practice Center for Emergency Preparedness. Mary manages public health preparedness activities for Region 4b, a coalition of 27 local health departments established by the state to facilitate regional planning efforts. Previously, Mary served as an associate counsel for the Massachusetts Medical Society, and directed programs to improve access to health care at the AIDS Action Committee of Massachusetts, the Community Research Initiative of New England, and JRI Health in Boston. She received her law degree from New York University and her Master of Public Health degree from Harvard University.
Kerry Dunnell, MSW, is the Local Government Liaison to Region 4b for the Advanced Practice Center. Kerry is responsible for developing and implementing a public health mutual aid agreement among the 27 communities in Region 4b. As part of her graduate studies in social policy and planning, Kerry completed internships with the chief public health officer for the City of Cambridge and a Cambridge city councilor. Prior to entering the public sector, Kerry worked as a compliance administrator for a large mutual fund company. She holds an undergraduate degree in English from Bates College and a Master of Social Work degree from Boston College.
Jennifer Fils, MHA, is the Administrative Coordinator for the Advanced Practice Center at the Cambridge Public Health Department. Jennifer, who joined the department in 2005, provides administrative support to the Advanced Practice Center team. She received her Master of Healthcare Administration from Cambridge College in 2007.
John Grieb, MPH, is the Coordinator of Regional Preparedness Health Planning. John’s primary responsibility is public health emergency preparedness planning for the city of Cambridge. He was hired by the Cambridge Public Health Department in 2001 to help formulate local, regional, and hospital responses to bioterrorism and other emergencies. John has 20 years in health planning at a variety of hospitals and public health organizations. He received his undergraduate degree from Oberlin College and his Master of Public Health degree from Columbia University.
Bryan Hall, MS, is a Research Associate at the Institute for Community Health (ICH). Bryan joined ICH in 2006, and acts as the evaluation coordinator for regional emergency preparedness and planning activities coordinated by the Cambridge Public Health Department for Region 4b. Previously, he served for three years as a lead researcher at the Center on Hunger and Poverty at Brandeis University.
Charles Ishikawa, MSPH, is the Public Health Planner for Region 4b. His primary responsibility is to develop and coordinate emergency plans for regional mass prophylaxis clinics, special populations, and emergency communications. Prior to his career in public health, Charlie served as a Peace Corps volunteer in Nepal from 1996 to 1998. In 2004, he received the Sellers-McCrown Award from the Georgia Public Health Association and Georgia Division of Public Health for outstanding work in Epidemiology and Public Health Preparedness.
Christian M. Lanphere, MPH, is the Hospital Coordinator of Emergency Preparedness. Christian is responsible for preparing hospitals, community health centers, and staff for all-hazard events, disasters, and homeland security related emergencies. Prior to his current position, Christian worked in several Level I trauma centers in Massachusetts and New Mexico. Christian is a member of the Cambridge Auxiliary Fire Department and a licensed EMT. Christian did his undergraduate work at the University of New Mexico and the University of Massachusetts, and his graduate work at Harvard University. He is currently pursuing post-graduate work in homeland security at Walden University.
Alison Minkoff, MPH, is the Assistant Emergency Preparedness Coordinator for Region 4b. Alison also she serves as coordinator for the region's Medical Reserve Corps. Alison joined the Cambridge Public Health Department in 2005. As part of her master's program, Alison interned at the Watertown Health Department, where she helped develop the department’s infectious disease emergency plan. Previously, Alison worked in the mental health department of a large health insurance company. She received her undergraduate degree in psychology from the University of Connecticut and her Master of Public Health degree from Boston University.
Garrett Simonsen, MS, is the Exercise Coordinator for Region 4b. Garrett develops exercises that enable emergency responders to evaluate their emergency preparedness. Before joining the department in 2005, he served in municipal government as chief of staff to the mayor of Cambridge and as assistant to the mayor and vice mayor. He has also worked for the City of Boulder, Colorado. Garrett holds a master’s degree in Political Science from Suffolk University, where he has also taught courses in research methodology and social movements.
